ONE:The year 1743 opened with a mighty struggle on the subject of gin. In 1736, as we have seen, the awful increase of drunkenness, which was attributed to the cheapness of gin, induced a majority of the House of Commons to pass an Act levying twenty shillings a gallon duty upon the liquor, and charging every vendor of it fifty pounds per annum for a licence. Walpole at the time declared that such an attempt to place gin beyond the reach of the poor consumers would fail; that it would fail equally as a source of revenue, for it would lead to wholesale smuggling and every possible evasion of the law. The event had proved Walpole only too correct in his prognostications. So far from checking the use of gin, the Act had stimulated it enormously. The licences, so preposterously high, were wholly neglected; no duty was paid, yet the destructive liquid was sold at every street corner. Ministers now saw that, by attempting too much, every thing in this case had been lost. They were sacrificing the revenues only to sacrifice the well-being of the people. They determined, therefore, to reduce the licences from fifty pounds to one pound per annum, and at the same time to retain a moderate duty on the liquor. By this means the fatal compound would remain much at the same price, but the vendors would be induced to take out licences, and the revenues would be greatly improved, whilst the whole sale of the article would be more under the restraints of law and police. A Bill was framed on these principles, and passed rapidly through the Commons; but in the Lords it encountered a determined opposition. It was, however, carried entire, and, says Smollett, "we cannot help averring that it has not been attended with those dismal consequences which the Lords in the Opposition foretold."

TWO:Another term occupying a very large place in Aristotle��s philosophy was well adapted to mediate between and eventually to unite the two speculative extremes. This was Substance; in logic the subject of predication, in metaphysics the substratum of qualities, the ο?σ?α or Being of the Ten Categories. Now First Matter might fairly claim the position of a universal subject or substance, since it was invested with every sensible quality in turn, and even, as the common element of all Forms, with every thinkable quality as well. Aristotle himself had finally pronounced for the individual compound of Form and Matter as the true substance. Yet he also speaks as if the essential definition of a thing constituted the thing itself; in which case Form alone could be the true subject; and a similar claim might be put forward on behalf of the Plotinian One.561That could be true, Sandy admitted. But he argued that the girl must have seen the captain take the stern life preserver to his cabin, and might have guessed, even observed through a cabin port, what he did. Or what possible connexion can there be between different arrangements of material particles and such notions as temperance and justice? This is already a sufficiently near approach to the language of modern philosophy. In another essay, which according to the original arrangement stands third, and must have been composed immediately after that whence the foregoing arguments are transcribed, there is more than an approach, there is complete coincidence.437 To deduce mind from atoms is, says Plotinus, if we may so speak, still more impossible than to deduce it from the elementary bodies. Granting that the atoms have a natural movement downwards, granting that they suffer a lateral deflection and so impinge on one another, still this could do no more than produce a disturbance in the bodies against which they strike. But to what atomic movement can one attribute psychic energies and affections? What sort of collision in the vertical line of descent, or in the oblique line of deflection, or in any direction you please, will account for the appearance of a particular kind of reasoning or mental impulse or thought, or how can it account for the existence of such processes at all? Here, of course, Plotinus is alluding to the Epicureans; but it is with the Stoic and other schools that he is principally concerned, and we return to his attack on their psychology.

The Spanish Minister displayed his anger by suspending the Treaty of Commerce, and by conniving at the petty vexations practised by the Spaniards on the English merchants in Spain, and by decidedly rejecting a proposal of the King of England to bring about an accommodation between the Emperor and the Court of Spain.
